TMC, HHSC and the Sunset Advisory Commission

First and foremost, Happy New Year! I want to thank every member of Texas Medicaid Coalition (TMC) for all the hard work everyone has contributed to help us grow into the strong, powerful and resourceful organization that we are today. Everyone in the State of Texas will hear TMC’s voice in 2015.

I want to give you an update on the last Sunset Commission Meeting. But first, let me give you a little background. One of the agencies that was under review is the Texas Health and Human Services Commission (HHSC). The Office of Inspector General (OIG) position falls under this entity.

The first step in this process is that each department under review does a “self-evaluation report.” Douglas Wilson reported to the Sunset Commission on behalf of the OIG for HHSC. Before the Sunset commission holds their public meeting their staffers do an “intense” report on the OIG themselves. This was all published on the Sunset Commission website for review and public comment.

This is where TMC comes in to play. The TMC board met and discussed the 15 “issues” that were under review. TMC felt that only Issues 10 and 11, mostly the former, would affect us as providers. TMC then developed a form that stated issue and TMC’s recommendation to either support the Sunset Commission’s recommendation or to modify the recommendation.

I am proud to say that all but one of TMC’s recommendations were accepted and our one modification was taken under advisement.

Ladies and gentlemen, WE have a voice. I personally had a staffer from Senator Juan “Chuy” Hinojosa’s office reach out to me by phone to ask if they could call if they had any questions. After the two-day hearing, the Sunset Commission posted their recommendations and will be presented to the Legislature in the agency’s Sunset bill.

Here is the decision and recommendation that will be submitted to the Legislature. TMC will be making recommendations later this summer when the Texas Board of Nursing comes up for review, so stay tuned.
